Monroe DADU Permits: ADU Approval and Building Permits
In Monroe, administrative ADU approval and the building permit are separate parts of the project. The city’s ADU application says construction still needs a building permit after administrative approval. Use the current LAMA portal for the application.

Which approvals should you track?
| Approval or review | What to resolve |
|---|---|
| ADU land-use approval | The proposed use and configuration under MMC 22.16.050. |
| Building permit | Construction plans and applicable building requirements. |
| Related site or trade work | The permits required by the actual utility, engineering and installation scope. |
Monroe’s ADU form encourages a pre-application meeting for the Type I process. Its online-permits page lists ADUs among land-use applications and provides the current online path. Track each application identifier so one approval is not mistaken for completion of the entire process.

What belongs in the ADU application package?
Use the current city ADU checklist to organize the fees, owner authorization, property information and proposed plans. Compare the checklist against the completed package before submitting. The form’s completeness check does not itself verify the accuracy of the proposal.
- Identify the parcel and the existing principal dwelling.
- Describe a detached home accurately, including any roof connections.
- Use matching areas and dimensions across the site plan and building drawings.
- Retain the required approvals and responses with their application numbers.

Why does the building configuration matter?
A freestanding cottage and an ADU connected to the main home can have different classification questions. Draw the roof and connection details rather than relying on the label “backyard home.” The linked size-and-parking guide explains Monroe’s calculation and parking exception.
If you are deciding between an above-garage layout and a ground-level cottage, take both concepts to the first review. Resolve the governing configuration before developing either into a full plan set.
When can the project move into construction?
Use the issued building permit and its conditions as the basis for construction planning. Keep the approved drawing set available and track inspections and revisions through the project. A submitted application or preliminary discussion is not the same as an issued permit.

A few things to know
Does the ADU administrative decision authorize the build?
