Snohomish County DADU Rules: Lot Size and Permit Basics
Use Snohomish County’s detached-ADU guidance only for property in unincorporated county jurisdiction. Its urban and rural rules differ, and rural eligibility depends on the zone and lot area.

Confirm whether county guidance applies
Snohomish County Assistance Bulletin 12, revised June 2025, expressly applies outside incorporated city limits. A Monroe, Bothell or Woodinville mailing address does not establish that the county reviews the building proposal.
Start with the parcel number and jurisdiction. If a city is the authority, use its process. If the parcel is unincorporated, ask Planning and Development Services to confirm the zone and the relevant urban or rural use provisions before evaluating a particular design.

Separate urban configurations from rural limits
The bulletin describes urban configurations with up to two ADUs for qualifying single-family homes or duplexes, while single-family attached homes have a different allowance. Its rural, resource and other-zone provisions generally describe one attached or detached ADU.
The rural detached-unit guidance requires an established single-family dwelling and identifies minimum lot-area restrictions. It specifically flags R-5 lots below five acres and RC lots below 100,000 square feet. Ask staff to check the full current code and parcel history rather than applying one acreage rule across all zones.

Prepare the information that resolves eligibility
Bring the parcel record, any prior approvals, available survey and existing dwelling information to the first discussion. Include the intended use, bedroom count and a sketch of where the cottage might sit. List any uncertainty about the size or legal status of the existing structures.
Once the use is confirmed, compare possible placements around access, privacy and services. Treat the first site sketch as a way to identify questions. It should not substitute for the survey, specialist work or coordinated drawings required for the application.
Use the county application route
The bulletin directs detached-ADU applicants to the county’s PDS online permit portal. Confirm the current application path and supporting documents with staff. Keep the land-use eligibility response with the permit package so the design team is working from the same assumptions.
TimberworX can discuss the property through a free initial consultation. Detailed feasibility research, design and budgeting are paid preconstruction services. Use that conversation to establish which information is available and what must be investigated before a detailed plan is developed.

A few things to know
Do these county rules replace Monroe’s city requirements?
No. The county bulletin applies in unincorporated Snohomish County, not within incorporated cities.
Can every rural property add a detached ADU?
No. The bulletin identifies existing-dwelling, zone and lot-area conditions. Confirm the full current requirements for the parcel.
